After new car and light-truck deliveries slumped 79 percent in February, with demand undermined by the coronavirus outbreak, the China Association of Automobile Manufacturers is calling for lower sales taxes on smaller vehicles, measures to spur volume in rural markets and looser vehicle emissions rules.
